EU member state, or just Europe?
If a contract asks for data to be stored "in the EU", only the EU member states qualify. The UK and Switzerland have EU adequacy decisions, so personal data can flow to them from the EU, but they are not member states. Read the requirement word for word, and see the guide to EU data residency if the wording is unclear.
